Hayley handles complex environmental and natural resource matters. She offers litigation, regulatory, and advisory services to municipal and tribal governments, nonprofits, and private clients.

Professional Experience

  • While serving as a law clerk for the Law and Policy Section of the Department of Justice, Environment and Natural Resources Division, worked on novel administrative legal questions; analyzed complex databases and financial issues in support of litigation; worked with hill staff on proposed legislation, and coordinated with federal agencies on wide range of environmental and land use issues. 

  • While serving as a legal intern at the Environmental Section of the California Attorney General’s Office, supported litigation regarding coastal development, pesticide regulation, the California Environmental Quality Act, and First Amendment rights.

  • While working as a student attorney for the Emmett Environmental Law and Policy Clinic, formulated proposals to advance substantive environmental justice goals through the regulation of natural resources. Conducted research and supported litigation involving the Magnuson-Stevens Act, CERCLA, and the Clean Water Act.

  • While working as a legal intern at Just Atonement Inc, submitted a review to the UN on the intersection of climate change and human rights for a Member State; analyzed international and domestic case law surrounding Green Amendments to devise a novel litigation strategy protecting environmental rights; and developed a model approach for private companies on ESG disclosures.
