Paulo Palugod

Attorney

Paulo represents clients in a diverse array of environmental litigation.  He has successfully argued nationally significant federal and state actions under environmental and natural resources laws, including the Clean Water Act, Endangered Species Act, and National Environmental Policy Act.  He has litigated complex administrative law and constitutional issues, including the scope of the administrative record and deliberative process privilege, concurrent jurisdiction, and political question doctrine. 

Prior to joining Cascadia, Paulo was an attorney at Earthjustice, representing environmental organizations and tribes in advocacy before federal and state courts.  Paulo previously served as an attorney for the U.S. Department of Justice, Environment and Natural Resources Division, and as a Senior Sustainability Officer in the White House Council on Environmental Quality.

Professional Experience

  • Represent clients in Clean Water Act, Endangered Species Act, and National Environmental Policy Act litigation.

  • Represent clients in water resources disputes in state and federal courts.

  • Represented clients in the BP Deepwater Horizon oil spill in the Gulf of Mexico.

  • Published White House report on climate resilience with senior Federal agency staff and stakeholders.

  • During law school, Paulo externed for the Center for International Environmental Law, where he prepared policy analysis to support a negotiating party in the Minamata Mercury Convention. 

  • Supported toxic tort litigation related to an EPA Superfund cleanup.
